16 July 2013 I have filed form 23B on 18.12.2012 for the period of accounts 2011-12. After that I have not filed the form. Pl. guide me, what should be my step so that I can excuse myself from penalty

If you wanted to file Form-23B for financial year 12-13 then you will pay additional fee with normal fee.

The additional fee will be paid at 9 time of normal fee.
