can any body join regular college for B.com. from D.U. after passing CPT with IPCC?

Yes you can pursue B.Com. along with CA. To continue 2 courses you have to intimate ICAI through filing of form-112.

Yes Agreee with ANkur Sir,
to add up further, form 112 is permission to do other course with CA as you will have your articleship. Further details pls refer to student forum or else...
