E-way Bill requirement for non-motorised vehicles

12 April 2020 Irrespective of value of goods, E-way bill is not required for non-motorised vehicles, viz., carts etc.
Is there any change in this provision, or is it the same since the inception of E-way bills.
Please enlighten.
