Download form 16/16a within 15 days....

i am having confusion regarding the panelty of late downloading of form 16/16A. Is it necessary to download the forms from TDS cell within 15 days or only request sent for form 16/16A is enough to comply the panelty provision..???
If i sent the request form form 16/16A withing 15 days of last day of return filling but i downloaded it after 20 days, will it attract panelty or not?????

Niket, Eventhough we gave request for Form16A and download it same day, the date on PDF file is the day when the PDF file is converted. So we have to convert it into PDF before the due date. Under TDS all are headaches & penalized. Now there is a new notification in TRACES that "short payment defaults and unmatched challans" to be paid before downloading of NSDL conso file. That is until the amount paid, NSDL conso file request cannot be made. So TDS filing is very tedious.
