1] one client issued bill of CST 12.5% from Daman to Maharashtra Pune
2] this client demand of c form
3] but c form is allowed only CST 2% correct
please suggest me

If it is inter-state sale, VAT is not levied.
His intention is wrong as he has not available the reduced tax liability so no need for C from.
