what is the relevance of date of completion of certificate in calculation of service tax on the above mentioned service?

Completion certificate of competent authority is relevant to determine the service tax applicability on 'construction services'.
If the entire consideration is received after obtaining the completion certificate, then service tax is not applicable. Conversely, service tax attracts on the consideration passed on the property under construction.
