is composition tax4% and works contract service tax 4% total 8% tax has top pay to the contractor on total contract amount?

4% service tax is payable on total amount presently.

The query relates to Vat as well as service tax. The rate under composition scheme for both is 4%.
Vat 4% + Service Tax 4% = Total 8%
