Cenvat credit on structural steels

Dear all/Res.
In Budget,2009 following explanation is inserted in Cenvat Credit Rule, but no credit on cement, steel, angle etc. for construction of factory building, foundation of Plant and machinery and supporting structure of Capital Goods.
But before budget, 2009 we all was taking credit on supporting structure of Capital Goods.
In my opinion, we can avail Cenvat Credit on Supporting Structure of Capital Goods which were purchased before budget,2009.
Am i right
I am looking forward for your valuable advice.

It may notbe available unless you manufacture a part of the machinery/ plant. You require to isue an invoice on self for captively fabricating the part of the plant and no pay the ED under not 67/95.
