can cenvat credit be claimed once registered under works contract(composition scheme)instead of using 4.12%

In Works contract first you need to choose the option for regular or composite scheme once choosed cannot be changed
Under composition scheme,service provider can avail cenvat on input services and capital goods- Circular 96/7/2007 Dt23.8.2007
