If the purchaser is not issue c form to the seller what will the the consequence in Sale tax return for the seller ?

Seller have liability of remaining sales tax deposit to sales tax dept. with interest or penalty.
If, Seller have proper records like purchase request or purchase order then seller can claim the remaining tax amount with interest or penalty from the purchaser.

For getting c form from the purchaser it is neccessitiy that our Purchase must be against c form from the dealer ?

It is not necessary that your purchase should also be against C form to sell against C form
