Can i continue with ipcc after 2 years of passing cpt?

I passed CPT with distinction in Nov/Dec 2011 exam batch. Then I registered for IPCC groups 1 and 2 (with articleship)with an intention to write the exam in Nov/Dec 2012. But, due to reasons at home, I couldn't appear for the exam then. Can I continue with the same registration without any fine/penalty and write IPCC in Nov/Dec 2014? Thanks a lot for your guidance...

Dear Sir,

My Company has paid Rs. 120270/- as advertisement exp for advertisement given in Newspaper. This in one time payment to advertisement agency and there is no contract beetween agency and a company. Is TDS is applicable on above transactions.
