For necessary compliance fresh set of form 109 is enclosed and return. However nothng is enclosed. I m a bit confused?? What to do. Pls help

Hii dear friends Please help me One Of my friend clear her CPT in December 2010 with 137 marks and Still she did not recived her CP Marksheet . She has done her CPT From Jamshedpur , Jharakhand And Registered At kanpur Office and she make an application about not reciving her marksheet in feb at kanpur office by way of letter , mail and telephone . and also at delhi office and now the are saying that the ki jo copy net se download ki hai wo vailid ha. please suggest me now what to do...
