Please tell me the detail procedure of Registration of the partnership firm for architects in delhi. Where i have to apply for it and all related things .

I have a friend in USA who is a Income Tax Practitioner there. He wants to outsource some of income tax works to me. He would scan the necessary documents and send to me through e-mail. In India, I have to work out on his documents as per American Income Tax Laws and send back to him through e-mail. For the services rendered by me, he would send the professional fees to me. My queries are as follows:

1)Should I collect service tax for my services to him?

2) Should I get registered with any legal authority?

3) Should i open a separate bank account for receiving fees from his?

4) Will I receive fees in US dollars or Indian Rupees?

5) In case if he deducts tax at source as per American Income Tax Laws, can I claim the same in India?

6)is it enough to raise my professional bill through e-mail? or send him physical printout?

7) Are there any procedures in FEMA?

There is one private limited company it can't filled its roc forms from last one year how many Rs. penalty will be pay if it wants to file its form now. & its paid up capital is 15 lacs.

I am doing articleship & recently i met with accident and doctor suggested me to take rest for 1 month.one of my friend told sick leave is not form part of Leave taken if doctor sick certificate is furnished.
