Whether a CAs with more than 55% in final level are eligible for appearing in UGC NET exam or not

Now my problem is ....
my client pan was register by another tax consultant but he filled the IT return manually.my client is trader so he has no tan.I tried to brake it through otp pin with ack and bank a/c no but fail.
please kindly tell me how i shall brake passward

i passed my ipc first group in may 13 and start my articleship in dec13. i just passed my second group this nov 14 now is there any time limit for me to register for final course or i can register any time.
