abc co in Delhi received order from the Tamil Nadu state govt. It consigned goods to xyz ltd on consignment sale and xyz ltd. thereon delivers the goods to govt. is this transaction correct? what are the procedure, precaution and legal requirements for this transaction?

We are a manufacturing unit and we are using Consignment Sale pattern (Stock Transfer Against Form "F"). We are in conffustion about the future of Consignment Sale in GST. Plaease Suggest us in detaials.
We further want to know does the rate of GST will vary State to State & Central.

WE HAVE TALLY PROGRAM AND WHILE ENTERING THE INTERSTATE PURCHASES, ONE ENTRY WHICH WAS AGAINST FORM C WAS ERRONEOUSLY ENTERED AS PURCHASE AGAINST FORM E1. WHILE THIS PURCHASE WAS NOT CAPTURED IN DVAT 30 THE TOTAL AMOUNT OF PURCHASES WERE ALSO SHOWN DOUBLE THE AMOUNT OF PURCHASES THAT WERE ACTUALLY ENTERED DURING THE MONTH. AFTER CORRECTING THIS ENTRY , CORRECT FIGURES ARE SHOWN IN DVAT 30. I AM AT A LOSS TO UNDERSTAND HOW ONE WRONG ENTRY COULD RESULT IN SUCH A BIG DIFFERENCE?
