What is the basic meaning of Debt Service Coverage Ratio? What Should be the DSCR?

i am a practising chartered accountant, i have been approached from one of my clients to prepare project Report for modernisation of Rice mill which is presently in old model. he needs investmetn of around & above one crore, for which he needs bank loan.

i need an model proforma of project report of modernisation of Rice mill.. and also wanted to know the procedure for preparation of project report. i also want information of subsidy avaialable where shall i get it. i had logged on many official websites but couldn't know.
please help me regarding this too.

One of my friends who is a carpenter is planing to set up a carpentry unit by employing some people requested me to prepare a project report for the same to avail Govt Subsidy. I have got some formats from CCI itself. If u have any format specific to the same please let me know.
My question is Whether the project report should be signed by a Chartered Accountant or anyone else? If yes, by whom?
