whether service tax,excise,custom amendments given in budget 2012 will be applicable for nov. 2012 exam?

No they will NOT be applicable.
The amendments will be applicable from May 2013 exams.
For November 2012 exams Finance Act 2011 is applicable.
The amendments will be applicable from May 2013 exams.
