About applicability of amended regulation 59 on leaves

I want to know the date of applicability of amended regulation 59 ( i.e. 1/6 criteria instead of 1/7)which discussed about leave criteria to the CA student and i also want to know whether this amended regulation is applicable to the old CA Final course students.
