My Uncle working in Gov.Job and his son study Collage.son collage fees Rs. 40,000/- so is it deduction under 80C? other study & class Expenses also cover in 80C?

Yes, he can claim under 80c , But ensure that tuition fee only deductible.. Other payments like development fees or donation or payment of similar nature like library fee, mess charges etc. are not deductible.
