194 c tds on gross amount

I have read that TDS under 194 C is to be deducted on gross amount & that it includes Service Tax too.
If VAT is also charged on a bill from a contractor then do we need to deduct TDS on Contract + VAT amount ????

Yes u/s 194C TDS is required to be deducted on Gross Bill amount i.e. on amount inclusive of all taxes.
