Under Which section or Rules of Co. Act 2013 It is Mandatory to Appoint MD or Manager

there is no such section. However, IN Section 203 and Rule 8 of Companies (Appointment and Remuneration of Managerial Personnel) Rules, 2014
Appointment of KMP is mandatory KMP includes
MD, Company Secretary, Manager, Whole Time Director,CFO etc.
