Is it correct that from Partnership firm we cann't make payments on behalf of Pvt. Ltd. Company for legal expenses, etc.

What is wrong. If a Partnership firm purchased any goods or availed any services from a Private Ltd or Public Ltd, what prevents Partnership firm from making payments due
