Training programme fees will come under 80 c ?

One of my friend ( taxpayer) is going to undertake a 45 days training programme.Can he show it under 80C deduction as eductional fees?Or is there any way for availing deduction for training programme fees?Fees amounts to 40000.

Not covered under 80C. No chance to avail for tax reduction.
