Iam apreciating your answer but still i want to ask:
wheather it is not necessary that tds return should be issued at pan card address irrespective of bill address.
suppose on bill correspondence address is written and pan card has been obtained in corporate address.
then what will be the cikrcumstances

Dear Sima,
I think the deductor may not be in a position to know the address of the deductee. Even the same is not given on the PAN card. As such the deductor has no option but to issue the TDS certificate at the address mentioned on the documents unless a specific request is received from the deductee.
