If you have not deducted any TDS then you can file Nil TDS return.

You can file nil tds return if no tds deduction has been made

If you mean you want to file tds return without paying the amount deducted and by only giving details of deductees then it is not possible to file such tds returns.

Agree with Daruka Sir. You can not file TDS return until you deposit the amount of TDS deposited. Simply you will not be able to match deductee amount details with deposited amount.

You can file but the return but be prepared to face the after effects which means prosecution, interest and penalty.
