TDS on royalty

Please clarify whether TDS would be charged on royalty or (royalty + service tax)if it is paid by indian subsidiary company to its foreign holding company?

TDS has to be affected in ALL applicable cases on Service Tax portion also with ONLY ONE exception of Rent
