Plz clear my prob...

can we are deducted tds on total bill value or assessable vale in case of advertisement vendor he make bill with freight amount rs.12,600/-taxpaid

plz note if transporter provide pan number no deduction of tds attract.wat income tax dept allowed dis deduction on freight.
