TDs on advertisement

As per FM's clarification TDS will be deducted at the time of Payme made by Client to Advertising Agency.But whether TDS will be deducted at the time of payment made by Advertising agency to Media. If yes at what rate and under which section.

if yoy are paying advertisement bill you will deduct tds u/s0194C @ 1%. if the person is qulified then you will deduct tax u/s 194J @10%+ec&shec your cincern is with advertising agency and not with media

Mr Rajendra, the transaction is carried out betweeen you and advertising agency. as such the TDS will be deducted by you either at the time of credit or payment to the advertising agency (whichever is earlier).
