Tds deducted on agri income

Assessee has made contract with seed company that in his agri land assessee will grow company seeds for particular year , against that company has given payment with deducting TDS U/s 194C My query is this is a Agri Income n Company deducted TDS U/s 194C Can i claim this TDS as Refund with showing this agri Income ?. Secondly assessee is received notice for A.Y. 2014-15 for Non filing return from IT Department . so please tell me what i do ? which is right compliance confusion?

There is no requirement of TDS from the payment made you. As the agricultural activity is not construed as 'work' as contemplated by section 194C.
