Sir , I wanted to ask you whether TDS is applicable in the following case or not.. We are getting research and development services from Germany in form of testing for measurement of wind mast .. whether payment made to German company is liable to TDS or any other tax provision?

1)The assessee is in receipt of assessment order for assessment year 2014-15 .The due date of completion of assessment was 31st of december 2016 which was a saturday . The assessment order has been received on 3rd of jan 2017 and the same was posted on 2nd of jan 2017 . Is the order barred by time limitation 31st december being a saturday. I am not sure whether there was any office order wide which the offices were declared to remain open.
