for the Security service at the rate of 10.36 whether TDS is applicable or not.

on security service tds is applicable @ 10% u/s 194J

Section 194C is applicable on security services and not 194J.
Rate :
Individual / HUF@1 %
Others @2%
No PAN@20%.
Threshold limit:
Single Bill Rs 30000/-
Annual total Rs 75000/-
TDS should be deducted on amount excluding Service Tax.

its come under 194C if HUF/individual then @ 1%
otherwise 2%
if PAN not available then @ 20%
single bill exceeds rs. 30000
total in year exceeds rs. 75000/- then tds will be applicable . circular 1/2014 use section 194J
tds will be deducted on service tax also.

there is no works contract in providing any security contract so how sec 194C is appicable?

tds is never deductible on service tax portion as per N.No 1/2014

Dear Tushar 194C is for Contract not for works contract. Ask anyone section 194C is attracted.
