I Want to ask that in case of Transpot Contractors Qouted PAN is No Need to Deduct TDS from Freight but the problem is that are We have to Issue them Form 16A Showning Nil TDS Amount. Please Anyone Knowing this provide me the solution and if Knows the any clarification logical data of the Income Tax also provide that

Since no TDS has been deducted. No need to issue Form 16A.
Providing details in TDS return is just a compliance part. No need to issue TDS certificate as the deductee have no isue regarding claiming of TDS credit.
