HE PAID TAX IN 1 2 3 QUATER HE COMPLITED WITH DEDECTED TAX AMOUNT IN FIRST THREE QUATER HE DID'T PAID IN 4 TH QUATER IN SUCH CASE I WANT TO KNOW HOW TO DOWNLOAD THE FORM-16

At present in TRACES, Form16 can be downloaded only on Q4 ETDS return filed data. In it also, as per the PAN and other details entered in Annexure 2 the form16 will be issued. So you may try to file Q4 ETDS 24Q in Annexure 2 with full data.
