we plan to get some software developed from autonomous bodies/Psus which are under different ministries .should we have to deduct payment while making payment to such parties if yes what is the % .
pl also advice whether we can make payment directly to parties from whom they will be getting the services

20 November 2014 Yes, you need to deduct the TDS. The contract falls under section 194C.
For some of the departments under various ministries, make the enquiry with them if those departments have the TDS exemption certificate
