13 July 2014 Section 194C applies but if PAN provided by transported then TDS not required to be deducted. If PAN not provided then TDS to be deducted @20%.

25 July 2014 TDS is not applicable to transporters if they providing PAN number, if not providing then deduct 20% TDS under 194C
