if holding co pay salary to subsidiary co director .who are responsible for deduct tds

the payer i.e holding co needs to deduct tds as per sec 194J.

refer sec 194J the person who pays salary or credits the a/c of payee is liable to deduct tax.
in your case holding co is the person liable to deduct tax.
