at what % tds should be deducted on Forklift taken on hire basis

Forkliff taken on hire basis is covered under section 194 I because it is machinery.
Tds rate is 10.30% till Ist oct 2009, Onwards 1st oct 2009 , TDS rate will be 2.06%

I guess it would be 2% as there is no E cess.
