Do people eligible for tax audit need to file tax audit report with e filing of Income tax return ?
if not so how to file tax audit report online?

No, Tax Audit Report is not supposed to be sent with the e Return. Only, Particulars of Auditor and Audit Report are to be submitted in the E-Return.
