T-fv 1000 invalid file header record

I am working as a veterinary officer in dept of animal husbandry. Sir i am facing the difficulty in making eTDS . the problem facing is showing as the error saying T FV 1000 INVALIDE FILE HEADER RECORD.
Sir please guide me to solve this problem. Thank you
