Striking the name of a company

If a company has filed the annual return for March 2016, can the company file for its closure . Can anyone tell the procedure for the closure process.?

when an application is received by Registrar from the company for striking it off on the ground that it is a defunct company, i.e. it is not carrying on business or in operation,the Registrar may proceed to strike its name off the register
