Stamp Duty paid but Company not approved

i have filed the Spice form without reservation of name and paid Rs. 15000 Stamp Duty. However Registrar rejected the form due to trade mark issue in the name of company. Now How i can claim my Stamp duty

For refund of stamp duty, you are required to approach the Inspector General of Registration. Punjab
