If you've paid IGST on imported goods and it appears in your GSTR-2B, you can indeed use this credit. Even if you have no IGST liability, you can offset the import IGST against your local CGST and SGST obligations. This allows you to effectively utilise your paid IGST credit.

Yes. You can set off the IGST paid on import (as reflected in GSTR-2B) against CGST and SGST liabilities if there is excess IGST available after adjusting against IGST liabilities.
