Yes service tax is applicable, see notification 06/2014 service tax.

In point 9 of exempted service-
there is a sentence-''security, cleaning, house keeping service provided to educational institution ''
Whether 'cleaning' include wet laundry service or not ?

Prior to negative list only dry cleaning is covered. After negative list wet cleaning is covered under service tax.
