ok as your friend is helping in getting your license., it will be under professional charges and it will be required to deduct TDS at the rate of 10% U/sec 194J

you have to deduct TDS and have to remit the amount., and the view of double taxation is from the point of your friend and you need not think about it.you need to intimate this to the central govt thorough respective forms., and even while remmiting banker demands a certificate of ca for remmitance
