2. B is Foreign Company who is Service Recipient
3. Service Rendered in India
4. Nature of Work: Labour Charge

A pvt ltd company Service provided to MNC company B.
B is a MNC company which are doing project in India.
MNC company want to clarification How to order placed with service tax or without service tax. if Applicable they want related Notification.
Please suggest Notification related this .

Service provider is a limited company then they are liable to pay service tax. The Service recipient are not liable to pay service tax.
