15 June 2013 Zero rated means : service are taxable , but rate of tax is zero right now.

Exempted service means: which are not in the list of Taxable service.

17 June 2013 does that mean that there could be a possibility of charging serv tax on these zero rated services ??
ie.purpose of zero rated is to keep the option of bringing these services under the service tax regime open in future?
