Old tyres(rubber) are recycled to make shoes in Delhi state. Is liability to pay sale tax will be arise or there is any exemption from sale tax liability. Also tell about liability towards excise duty or any exemption.

Exempt from vat in Delhi on rubber footwear having Mrp less than Rs. 300/- provided mrp is indeliably marked or embossed on footwear. No knowledge of Excise.

as it it amount to manufacture as per Excise Act, it is liable for excise duty.
