is during the proceeding u/s 143(3) [scruitny by notice u/s 143(2)] a notice can be sent u/s 142(1) for INQUIRY & AUDIT u/S. 142(2A)?

Yes , notice under both the sec can be issued during assessment u/s 143(3).

But notice for audit u/s 142(2A) can only be issued if in opinion of AO , the books of accounts have involved complexities and it is in interest of revenue to get them audited. If the assessee proves that no complexities are involved and interest of revenue is not effected adversely, than AO can not issue directions for such audit.
