Roc late fillinfg fees

18 October 2011 Our agm was on 30/9/2009 and we have not filled roc form for 2008-2009.
For the next year, Our agm was on 30/9/2010 and we have not filled roc form for 2009-2010.
Then what must be the late filling fees as we are filling forms in October 2011 as the clss scheme 2011 is not applicable.
Acc. to roc table of late filling fees it is 6 times and 8 times of normal filling fees but while uploading a form of both the year it shows directly 5000 (4500 as an additional penalty & 500 as a normal fees).
so how 5000 is possible. can any one please tell me about this its urgent.

18 October 2011 Additional fee payable u/s 611(2) has been revised w.e.f 5/12/2010 .Accordingly delay of more than 90 days attracts 9 times of normal fee as additional fee.
