Retired Govt Employees whether to file their return of incom

Dear Sir,
My Mother has retired from State Govt Service on Nov 2009. She is getting a monthly gross pension of Rs.15K.
Do she need to file her Return for the AY 2011-2012. If yes, then which Form she should use to file it.
Please advice...

if gross taxable income is above tax limit then mandatory to file return
however its advised to file return, even if income is below limit
